A relocation package is a compensation or set of services that an employer offers to an employee who is moving to another country for work. For emigrants to Spain, such a package becomes relevant as soon as an employer (partially) finances the move. If you don’t have an employer contributing to the costs, you arrange everything yourself, but the contents of a relocation package also give independent emigrants a useful overview of what to take into account. In this article, we answer the most frequently asked questions about relocation packages when moving internationally to Spain.
What exactly is included in a relocation package?
A relocation package contains the allowances and services that an employer offers to make an international move possible. The exact contents vary by employer, but most packages at least cover the transportation costs of household goods, temporary housing at the new location, and reimbursement of travel expenses. Some packages are more extensive and also include administrative support.
In practice, a complete relocation package typically consists of a combination of the following components:
- Transport of household goods: shipping or transporting furniture, boxes, and personal belongings from the Netherlands to Spain
- Temporary housing: a hotel, apartment, or serviced residence for the first weeks after arrival
- Travel expenses: flights or fuel costs for the journey to the new country
- Administrative support: assistance with applying for a NIE number (Spanish fiscal identification number), registration with the municipality, and other formalities
- School search service: for families with children, assistance is sometimes provided in finding a suitable school
- Language courses: to ease integration in the new country
- Reimbursement of double housing costs: if the home in the Netherlands has not yet been sold or the lease terminated
With professional relocation services, the coordination of all these components is also taken over, allowing the employee to focus entirely on the new role rather than on the logistics of the move.
When does an employer pay a relocation package for emigration?
An employer pays a relocation package when an employee moves abroad at the request or initiative of the employer. This is almost always the case with international assignments, transfers to a foreign branch, or when a company attracts new talent from abroad. The employer has an interest in ensuring the employee is quickly and well housed and can become operational.
In practice, there are three situations in which a relocation package is most common:
- Assignment by the employer: the employee is placed temporarily or permanently at a foreign branch, such as with multinationals, diplomatic services, or organizations like ASML or Airbus
- Recruitment of international talent: a company in Spain recruits an employee from the Netherlands and offers a relocation allowance as part of the employment offer
- Voluntary relocation with employer support: the employee moves to Spain themselves and the employer offers partial support, for example through a remote work arrangement combined with a one-time relocation allowance
Important to know: even when an employer offers a relocation package, many of the associated allowances are taxable as income in the Netherlands. Specific tax rules apply to what may be reimbursed tax-free. It is advisable to have this looked into in advance by a tax advisor or the employer’s HR department.
What is the difference between a lump sum and a managed relocation package?
The main difference is how the allowance is paid out and who is in charge. With a lump sum, the employee receives a fixed sum of money and arranges all matters related to the move themselves. With a managed relocation package, the employer (or an engaged moving company) takes over the organization entirely and costs are directly reimbursed or paid.
Lump sum: freedom, but also responsibility
With a lump sum, as an employee you have complete freedom in how you spend the money. If you choose a cheaper moving company, you keep the remainder. If you opt for additional services, you pay the difference yourself. This model works well for people who already have experience with international moves and know what they need. The downside is that you take on all the administration, quotes, and planning yourself, on top of everything an international move already entails.
Managed relocation: full support from start to finish
With a managed relocation package, the employer engages a professional party that coordinates the move from start to finish. Think of scheduling the moving date, arranging the correct customs documents for the Netherlands-Spain route, temporary storage of household goods, and any additional services such as assembly and a handyman service. This model is more expensive for the employer, but takes all the stress off the employee. For complex international moves, such as moves within Europe with customs formalities and language barriers, this is almost always the better choice.
Do you also need a relocation package if you emigrate to Spain on your own?
No, a relocation package is not a requirement if you emigrate to Spain on your own. It is an employment law instrument, not an official document or permit. Independent emigrants simply arrange the costs of their move themselves. Nevertheless, it is useful to use the structure of a relocation package as a checklist, so you don’t overlook any cost items.
Many Dutch people who emigrate to Spain on their own underestimate the costs and complexity of an international move. In addition to transporting household goods, there are costs for temporary housing, administrative procedures (NIE number, registration with the consulate, empadronamiento), possible storage, and importing a vehicle. Those working with their own budget would do well to map out all these items in advance.
For the Netherlands-Spain route, and specifically the Andalusia region, there is a large annual flow of Dutch emigrants. We know this route like no other: from our branch in Malaga, we serve the region from Malaga to Marbella and Cadiz, and our own customs declarants ensure smooth handling on both sides of the border.
Which costs fall outside a standard relocation package?
Even a comprehensive relocation package does not cover all costs involved in an international move to Spain. Costs that are typically not included are, among others, the import of a vehicle, pet transport, costs for selling the Dutch home, and personal administrative costs such as a notary or tax advisor.
Below are the most common cost items that fall outside a standard package:
- Vehicle import: importing a car or motorcycle to Spain involves costs for inspection, registration, and possibly Spanish taxes. Conversely, upon returning to the Netherlands, the BPM exemption applies as removal goods, but this also requires the necessary administration. More information can be found on our page about importing a car
- Pet transport: moving pets requires a specialist approach with specific documents, vaccinations, and sometimes quarantine requirements
- Estate agent fees and transfer tax: the sale of the Dutch home or purchase of a home in Spain is almost never covered by a relocation package
- Tax and legal advice: fiscal planning around emigration, such as arranging your tax residency, falls outside the standard package
- Furnishing the new home: new furniture or modifications to the home in Spain are rarely reimbursed
- Language courses after arrival: some packages cover a basic level, but further language training is often at your own expense
How do you negotiate a better relocation package with your employer?
You negotiate a better relocation package by being concrete and well-prepared: map out the actual costs of the move, know what is standard in your sector, and make clear which components are essential for you. Employers are often willing to offer more than the standard package, especially if the employee is difficult to replace or the move needs to take place at short notice.
A number of practical steps that help in the negotiation:
- Do your homework: request quotes for the international move and other major cost items, so you come to the table with concrete figures rather than estimates
- Know the norm in your sector: in sectors such as technology, finance, and diplomacy, comprehensive managed packages are standard; in other sectors, a lump sum is the norm
- Prioritize what matters most to you: for families with children, school support is crucial; for someone with an owner-occupied home in the Netherlands, reimbursement of double housing costs is more important
- Ask for a managed approach instead of a lump sum: if you have little time or experience with international moves, a managed package is worth much more than a sum of money you have to manage yourself
- Put everything in writing: ensure the package is clearly described in your employment contract or a separate annex, including what is and is not covered and whether a repayment arrangement applies if you leave within a certain period
A good relocation package is not a favor, but an investment by the employer in a successful transition. If you come to the table well prepared, you significantly increase the chance of a package that covers the reality of international relocation, rather than just the most visible costs.
Veelgestelde vragen
