A relocation package is a reimbursement or package of services that an employer offers to an employee who is moving for work, often to a different city or country. The purpose is to relieve the employee financially and practically, so they can fully focus on their new role. The content, scope, and conditions vary greatly by employer and situation. In this article, we answer the most frequently asked questions, from what exactly is included in such a package to how to negotiate it and what the tax implications are.
What exactly is included in a relocation package?
A relocation package contains the reimbursements and services that an employer arranges to make a move possible. The exact content differs per employer, but a comprehensive package typically covers transportation costs for household goods, temporary housing at the new location, travel expenses, and in some cases also administrative support, such as visa applications and registration with local authorities.
For international moves, packages are often more extensive than for domestic relocations. Consider the following components that regularly appear:
- Moving costs: transportation of the complete household contents from the old to the new address
- Temporary housing: a hotel or furnished accommodation for the first weeks after arrival
- Travel expenses: flights or mileage reimbursement for the employee and possibly the family
- Storage costs: temporary storage of furniture if the new home is not yet available
- Administrative support: assistance with visa, work permit, registration, and school selection for children
- Additional services: assembly and disassembly of furniture, handyman service, and unpacking service
The more complete the package, the less the employee needs to arrange themselves. That is precisely the idea behind full support: the employee arrives at the new location and can get started immediately, without losing weeks to practical concerns.
When is an employee entitled to a relocation package?
An employee is entitled to a relocation package when the employer has recorded this in writing in the employment contract, an addendum to it, or an internal policy document. There is no legal obligation in the Netherlands to offer such a package, but for international assignments it is a common employment benefit in many sectors.
In practice, employees most often receive a relocation package in these situations:
- During international assignment by the employer to another country
- When recruiting talent from outside the region or from abroad
- During transfer to another location at a considerable distance
- For positions where the employer sets relocation as a condition
Organizations such as the Ministry of Foreign Affairs, large multinationals, and knowledge institutions offer these types of packages as standard. But smaller companies that operate internationally are also increasingly recognizing the value of a well-arranged moving budget. An employee who experiences the move as burdensome starts at a disadvantage. Preventing that is an investment in productivity and loyalty.
What is the difference between a lump sum and a managed move?
With a lump sum, the employee receives a fixed sum of money with which they organize the move themselves. With a managed move, the employer, often through a specialized relocation company, arranges the entire moving process. The key difference lies in who is in control: the employee themselves or a professional party on behalf of the employer.
Lump sum: freedom with risk
A lump sum gives the employee maximum freedom. They choose their own moving company, arrange temporary housing, and determine the order of approach. The advantage is that whatever remains of the budget in some cases benefits the employee. The disadvantage is that the employee must provide all the knowledge and time themselves, while simultaneously starting a new job. Unexpected costs, such as customs procedures for international moves, can quickly exceed the budget.
Managed move: full support from start to finish
With a managed move, a relocation company takes over the entire process. This includes coordinating the transport, paperwork, temporary housing, and all additional services. The employer pays directly to the service provider, and the employee does not need to advance any costs or file expense claims afterwards. This model works particularly well for complex, international moves where customs documentation, country-specific regulations, and logistical planning play a major role.
How do you negotiate a relocation package?
Negotiating a relocation package starts with a clear picture of what the move actually costs. Anyone who knows what reasonable market prices are for transport, temporary housing, and administrative support is in a stronger position at the negotiating table. Always request a detailed quote before entering into a conversation with HR.
A number of practical points to consider during the negotiation:
- Map out the real costs: have a moving company conduct an inspection and request an itemized quote. This way you don’t come to the table with a figure that is too low.
- Ask about coverage for the family: travel costs, school enrollment, and housing costs for a partner and children are not always automatically included.
- Inquire about the duration: some packages only apply to the move itself, while others also include support during the first months after arrival.
- Discuss the tax treatment: a reimbursement may be taxable. Ask whether the employer will cover the tax through a so-called gross-up.
- Put everything in writing: verbal commitments are not a solid basis when it comes to a move. Make sure there is an addendum to the employment contract.
Employees regularly underestimate the complexity of international moving. That makes it all the more important to start the conversation well before the moving date, not only once the date has already been set.
What about tax on a relocation package?
In the Netherlands, a moving cost reimbursement from an employer is tax-free under certain conditions. The Dutch Tax Authority allows employers to pay a fixed tax-free reimbursement for moving costs, provided the move is related to the employment. Above certain limits, or if a lump sum is broader than direct moving costs, the reimbursement may be (partially) taxable income.
The rules depend on a number of factors:
- Purpose of the reimbursement: reimbursements that are demonstrably intended for moving costs are treated differently than general allowances
- Amount: the tax exemption has a maximum; above that, the reimbursement is taxed as income
- 30% ruling: employees who come to the Netherlands from abroad and meet the conditions may qualify for the 30% ruling, whereby a portion of their salary is tax-free
- Country of destination: for international moves, the tax rules of the destination country may also play a role
Always have the tax aspects reviewed by a tax advisor or the employer’s HR department. This is especially true for moves within Europe, where the rules can differ considerably from country to country.
What does a relocation company handle that you cannot arrange yourself?
A relocation company handles matters that are time-consuming, complex, or simply impossible for a private individual to manage properly on their own. Think of customs declarations, country-specific documentation, importing a vehicle, and coordinating multiple service providers in different countries simultaneously.
At Van der Ent Group, we work with our own customs agents, our own fleet of vehicles, and our own storage facilities. This means the entire process is carried out in-house, from collecting the household goods to delivery at the final destination. Through our branch in Málaga, we also serve the Andalusia region, one of the most popular destinations for Dutch people moving internationally.
Concretely, these are the matters that a professional relocation company handles and that are beyond the reach of most private individuals:
- Customs documentation: preparing the correct paperwork for import and export, including the inventory list in the language of the destination country
- BPM exemption for vehicle import: those bringing a vehicle to the Netherlands can under certain conditions save on tax when importing a vehicle through a moving exemption; our move coordinators guide this process fully
- Coordination of additional services: assembly and disassembly of furniture, handyman service, unpacking service, and parking permits in cities where these are required
- Pet transport: through specialized partners, we arrange all documents and preparations for relocating animals
- Track & trace: for international shipments, clients can follow the progress of their household goods in real time
The difference between arranging things yourself and engaging a relocation company is not just convenience. It is also certainty: certainty that paperwork is correct, that deadlines are met, and that household goods arrive safely. For someone who is simultaneously starting a new job and getting to know a new country, that certainty is invaluable.
Veelgestelde vragen
