How to register at the municipality in Spain when you emigrate?

If you are considering moving to Spain, you need to register with the municipality where you will be living. This process is called empadronamiento and is mandatory for everyone who stays in Spain for more than three months. You will need a NIE number, a valid identity document, and proof of your home address. You register at the local town hall (ayuntamiento) and after approval you will receive a certificado de empadronamiento.

What is empadronamiento and why do you need it in Spain?

Empadronamiento is the mandatory registration with the municipality where you live in Spain. Everyone who stays in the country for more than three months must register at the local ayuntamiento (town hall). This applies to both Spanish citizens and foreigners.

This registration officially gives you the right to live in Spain and access to various services. With your empadronamiento you can open a bank account, enrol your children in school, use healthcare services, and vote in local elections. It is also required for applying for certain benefits and subsidies.

For Dutch emigrants, empadronamiento means you are officially recognised as a resident of your new place of residence. This is important for your residency status and helps with arranging practical matters such as internet, utilities, and insurance. What documents do you need to register with the Spanish municipality?

For empadronamiento you need at minimum a valid passport, a NIE number, and proof of your home address. Proof of home address can be a rental contract, deed of ownership, or a declaration from the owner. Some municipalities ask for additional documents.

The basic requirements are:

  • Valid Dutch passport or European identity card
  • NIE number (Número de Identificación de Extranjero)
  • Rental contract (contrato de alquiler) or deed of ownership (escritura de propiedad)
  • When renting: sometimes a declaration from the landlord

How do you apply for a NIE number before you register?

To apply for your NIE number you need:

  • Completed form EX-15 (available on the government website)
  • Copy of your passport
  • Proof of why you need the NIE number
  • Payment of the tasa (tax) of approximately 10 euros

You can also apply for the NIE number from the Netherlands at the Spanish consulate, which is convenient if you want to arrange everything in advance. In popular emigration areas, such as the Costa del Sol, waiting times can be longer, so plan this well in advance. Without a NIE number you cannot register with the municipality.

Where do you go and how does the registration process work?

You go to the ayuntamiento (town hall) of your place of residence for the empadronamiento. Look for the department “Padrón Municipal” or “Registro de Habitantes”. Most town halls are open Monday to Friday, often between 9:00 and 14:00.

The registration process works as follows:

  3. Hand over your documents for verification
  4. An official checks your details and documents
  5. You receive a proof of submission

Some municipalities work by appointment, others on a first-come, first-served basis. Find out in advance how your municipality works. Bring someone who speaks Spanish if you do not yet have a good command of the language. The entire process usually takes 30 to 60 minutes, depending on how busy it is.

What happens after your registration and which follow-up steps are important?

After approval you receive a certificado de empadronamiento, the official proof of your registration with the municipality. This document is valid for three months and can be used for opening bank accounts, applying for services, and other official procedures in Spain.

With your certificado you can then:

  • Open a Spanish bank account
  • Register with the healthcare system (sistema sanitario)
  • Put utilities in your name
  • Enrol your children in school
  • Apply for a Spanish driving licence

Voor empadronamiento heb je een vast woonadres nodig, dus een hotel of Airbnb is meestal niet voldoende. Je moet kunnen aantonen dat je een permanente woonruimte hebt met een huurcontract of eigendomsakte. Sommige gemeenten accepteren een langetermijn huurovereenkomst voor een vakantiewoning, maar dit verschilt per gemeente.

Wat zijn de gevolgen als ik me niet inschrijf bij de gemeente?

Zonder empadronamiento kun je geen bankrekening openen, geen gezondheidszorg krijgen, en je kinderen niet op school inschrijven. Ook loop je het risico op boetes van de autoriteiten bij controles. Daarnaast kun je geen aanspraak maken op lokale diensten, uitkeringen of subsidies, en heb je geen stemrecht bij lokale verkiezingen.

Moet ik me uitschrijven in Nederland voordat ik me in Spanje inschrijf?

Je hoeft niet eerst uit te schrijven in Nederland, maar het is wel verstandig om beide processen gelijktijdig te regelen. Schrijf je eerst in bij de Spaanse gemeente en gebruik het certificado om je uitschrijving in Nederland te regelen.
